If I remember correctly, The Perks of Being a Wallflower does not provide either of these in the novel (making only vague allusions to a geographical region and time period), and it was a published success. I’m writing a contemporary fiction novel and it doesn’t seem important to me to include these things because it’s generally relevant to the present day and any suburban town.
